France has officially declared war on its dependence on American software. On April 10, 2026, the French government announced a sweeping plan to migrate 2.5 million civil servant workstations from Microsoft Windows to Linux, marking one of the most significant rejections of U.S. tech dominance by a major Western democracy.
...“We must regain control of our digital destiny,” Amiel stated. “We can no longer accept a situation in which we lack control over our data and infrastructure while remaining dependent on decisions made by foreign companies.”..."The most immediate trigger is the escalating U.S.-Europe trade tensions. Following the Liberation Day tariffs of April 2025, which imposed 25% duties on technology components, European nations have accelerated efforts to reduce reliance on American supply chains. France’s Linux migration is explicitly framed as part of this decoupling strategy.
Data sovereignty concerns have intensified as well. The U.S. CLOUD Act, which allows American authorities to compel U.S.-based companies to hand over data stored anywhere in the world, has long troubled European officials. By moving to open-source software that can be audited, modified, and hosted entirely on French infrastructure, the government eliminates a significant vector for foreign data access."
